Wash and dry fish. Brown the onion in olive oil. Add the tomatoes, 1/2 cup of water, cloves, salt and pepper. Cover and simmer for 20minutes. Mix the flour and tablespoon of water to a smooth paste and stir in. Cook for 5 minutes. Add olives, parsley, capers, and celery. Place the fish in a greased 3 - 4 quart casserole. Pour sauce over and bake at 375ºF. oven for 35 minutes, basting occasionally. Serves 4 |
